WHAT IS THE M.J. FOSTER PROMISE PROGRAM?

Named after former Louisiana Governor Mike J. Foster, the M.J. Foster Promise Program provides financial support for students to earn credentials that align to high-demand jobs in growing industry sectors like Construction, Healthcare, Information Technology, Transportation & Logistics, and Manufacturing. This includes students pursuing associate degrees, a technical certificate, or HiSET/high school equivalency (WorkReadyU).

 
 

PARTICIPATING COLLEGES

 

ELIGIBILITY REQUIREMENTS

You must: 

  1. Be 19 years of age or older as of the date the student completes the M.J. Foster Promise application.
    • 18 years of age or older in 2026–2027
    • 17 years of age or older in 2027–2028

  2. Have a family income that does not exceed 300% percent of the federal poverty guidelines.

  3. Have earned a high school diploma or equivalent or co-enroll in a qualified program of study and in a program to earn high school credential.

  4. Have not previously earned an undergraduate degree at the associate level or above.

  5. Be a Louisiana resident and U.S. Citizen.

  6. Agree to reside and work full-time in Louisiana for a minimum of one year after completing the last program of study for which funding is received.

Incarcerated individuals and those who have been convicted of any crime of violence as defined in RS 14:2 are prohibited from receiving M.J. Foster Promise funds.

 

HOW TO APPLY FOR THE M.J. FOSTER PROMISE PROGRAM

  1. Complete the M.J. Foster Promise application.

  2. Complete the FAFSA.

  3. Apply to the participating college of your choice.

    Students must have a current year FAFSA on file before applying for the M.J. Foster Promise Program except if the program is Title IV ineligible as determined by the participating school.
